On their home planet, Felox, licensed humans were allowed for work or to be kept as pets. Unlicensed humans were hunted down and shot on sight by Human Control Patrols. One of the wealthiest Fatkats, Tygro Lix, once brought home Rory Williams as a pet but, realising he was unlicensed, aided his escape, before the Human Patrol caught him.
