Kandarl was a member of the High Council of the Time Lords and the father of Tarra. Tarra was murdered by a Faction Paradox Mother who took her name and identity then killed Kandarl. Kandarl died believing his own child had betrayed and murdered him. (PROSE: The Ancestor Cell)
