Kemen was a chronopath. He captured a Moerani and used it to manipulate time on Earth. He hoped to make Earth into a utopia, but instead a time storm engulfed all of the Earth except Prague, where Kemen's base was located. He was stopped by the Second Doctor and the Moerani.
