Lavin was an individual known to the Supercar team.

When Supercar was stolen while the team were in a drugged sleep, Professor Popkiss told a reporter for TV Century 21 that although it was too early to determine who was responsible for the crime, there was reason to believe that Masterspy and Lavin were involved. "Lavin" does not seem to be the name of a character in Supercar - however, the name bears a resemblance to "Zarin", a character who frequently works with Masterspy, one of the main antagonists of the series, including in the comic which Marineville Blackout tied-in to, suggesting that "Lavin" may be intended to be Zarin.
Despite characters from the series supposedly having reporting to TV Century 21, the series was set in the 1960s, as opposed to the 2060s, with instalments of the series in TV Century 21 being framed as reports from the TV 21 Time Machine.
