Despite the outlawing and supposed destruction of similar devices, the Minimiser was part of an "electrifying experience", where it was filled with monsters. The Eleventh Doctor put a stop to the danger, and, a week later, wrote a letter to the experience's audience in the past, before they attended, to tell them not to worry.
