Silas P was a member of the Happiness Patrol during Helen A's rule of Terra Alpha.

Silas P worked for the Happiness Patrol as an undercover agent, approaching killjoys and pretending to offer them somewhere to indulge in their miseries to get them to incriminate themselves. He was responsible for the disappearances of forty-six killjoys and was awarded two badges by Helen A, (TV: The Happiness Patrol [+]Loading...["The Happiness Patrol (TV story)"]) although he never had the opportunity to have an intimate conversation with her. After alerting the Happiness Patrol to Daphne S, Silas was awarded his third badge by Helen A, who mistakenly believed that Daphne had been his forty-fifth victim and, in their first proper conversation, was somewhat threatened by his ambition for high office. His next intended victim was the Seventh Doctor, but Earl Sigma briefly knocked him out after he blew his whistle and the Happiness Patrol killed him once he regained consciousness, believing him to be a killjoy.
