Temporal stasis machine

From Tardis Wiki, the free Doctor Who reference

A temporal stasis machine was a device capable of placing a temporal stasis field around a certain area, preventing any living beings who were not telepathically linked to the machine from moving by placing them in a time-trance. At some point in history, a temporal stasis machine was stored in the Torchwood Archive.

In the 41st century, Cybermen on the planet Centuria used a temporal stasis machine to freeze the city of Centuria Central. They kept it securely in the vaults of the Triplanetary Bank, and forced Cyber-drones to mine hargstone so that the machine could be maintained. When the Tenth Doctor destroyed the machine the stasis field was lifted, and the temporal feedback created by the machine's destruction disabled all of the telepathically-linked Cybermen.
