Tibo'o was a male Paiute witch who developed sand and snow ammunition. Despite the process seeming simple to him, other medicine men required years of study, meditation, and sacrifice to replicate his technique.
After Tibo'o explained the process to Belial in 1867, Belial wrote to the Eleven-Day Empire to sponsor Tibo'o's initiation into Faction Paradox. He was brilliant, quiet, and charismatic.
His name came from the term tuu taivo, "black and white man".
