The Academy was a self-contained city annexed to the Capitol. It covered twenty-eight square miles of Gallifrey's surface. The Academy had glass turrets, with covered walkways linking them, the dormitories, lecture halls, TARDIS bays and scaphe ports. During Omega's life, a statue of him was built in the Great Hall of the Academy. Omega was certain that, as long as the statue stood, his legacy would remain safe. During the Sontaran invasion of Gallifrey, the statue was damaged, forcing it to be taken down for repairs. Having realised Gallifrey had come to hate him, Omega was certain it would remain down. During his presidency, the Fifth Doctor visited the Academy as part of a launch for his policy to end its monopoly on granting the rank of Time Lord. Students had started to ignore the Great Curriculum to focus on new teachings during Romana II's presidency, allowing for stronger relations between Gallifrey and the Temporal Powers. Due to President Livia's policies, the Academy was practically empty of students during the Last Great Time War. The relationship between the Academy and the occasionally-mentioned University of Gallifrey is unclear. Time and the Rani [+]Loading...["Time and the Rani (TV story)"] saw the Doctor and the Rani referencing their "university days", presumably a development of the prior lore about their and the Master's status as former classmates in what is otherwise called the Academy; indeed, deleted dialogue from later Seventh Doctor episode Survival [+]Loading...["Survival (TV story)"] would have seen the Doctor reminding the Master that they were "at university together" as an encapsulation of their shared past.[1] However, many accounts suggest that students enroll in the Academy at a very early age, making it difficult to justify dubbing it a "university". At most, "university" could represent a segment of the Academy's educational track. Moreover, in {{cs|Divided Loyalties (novel)}), the claim is made that the Doctor was expelled from the Academy before working all the way up to his doctorate, and earned it years later in "[his] own time"; in light of Herald of Madness [+]Loading...["Herald of Madness (comic story)"]'s claim that that the Doctor got her doctorate at "the University of Gallifrey", the University could therefore be interpreted as a distinct institution altogether in which the Doctor enrolled following their expulsion from the more prestigious Academy.
