From the shadows of Gallifrey, a lone being remained on Earth after the destruction of the planet, wearing a dark, hooded cloak to seal his true identity from all who come into contact with him. His name was lost in the shadows of Gallifrey's history as he has used many pseudonyms in his dealings about the planet. He is sometimes known as The Wanderer, The Lone Wolf, The Wolf of Light,… The Lhikan.
Upon escaping from Rassilon, whom the wanderer saw to be too ruthless and self-centered for his own good, The Lhikan began to reconstruct a makeshift TARDIS from his knowledge of Gallifreyan technology and spare parts he had collected for this very time. What he created bore the likeness of a staff, with a time rotor inside thanks to a Time Vector Generator as well as a TARDIS force field that would surround the staff and the wanderer during travel. The tip had the likeness of a skull, "a remembrance that life and death travel close together, as siblings do" which he outfitted with weapons "in case some enemy were to appear that could only be stopped by destroying it." Like the Time Lords of old, his TARDIS was able to properly travel across the void into other dimensions. However, even with these abilities, he did not wish to use them unless reality itself were in danger.
When the Daleks began amassing an army, he sent out warning messages throughout space, hoping that any other surviving Time lords would see the message and help. The message was "Bad Wolf," a message which Rose Tyler later used, as the Bad Wolf entity. With Rose and The Doctor stopping the Daleks, The Lhikan again resumed his hermit-like life, occasionally traveling to different places in the universe to marvel at its beauty. Records say that he has compared this beauty to an artist's masterpiece.
Before he was able to safely travel trans-dimensonally, he had to wait for the dimensional rift to close. Upon Rose's re-appearance through this rift, The Lhikan sent out the Bad Wolf message yet again to alert The Doctor to Rose's arrival as well as the coming danger. With this past, he traveled to Rose's dimension to oversee the "Meta-Crisis" Doctor there. Rumor has it that he once saved Rose from a group of Daleks that had fallen through the rift before it was properly closed thanks to the lasers equipped to his staff. "Such is the fate of those who refuse the way of good. For some, mercy allows it to be postponed. For others, the punishment for their crimes comes sooner. It really is such a shame…"
When he is marching off to stop the forces of evil in the universe, witnesses have claimed that numbers appear everywhere, both in text and audibly: 634 and 317. The meaning of this number has been lost to most, but those who have associated with The Lhikan have said that "it deals with the very secret of life and the universe - something so big that few truly comprehend what it means."
Some who have run into The Lhikan theorize that he may be capable of using the power of his TARDIS as his own given an unusually-close bond they share. Nothing has been confirmed either way as of yet, though any who would witness this were likely attempting to destroy the entire universe and are no longer around to testify either way.
