Jarl was a Cyberman, part of the Cybermen force which invaded the Snowcap South Pole Base with the intention of detonating a Z-Bomb located in it's missile silo. Jarl and the other Cybermen were eliminated during the invasion when their home planet and power source, Mondas, disintegrated.
