Elbon, later Surgeon-Master Elbon, was a medic on Gallifrey.

Biography

First encountered by CIA Coordinator Narvin, Leela and Captain Annos in the outlands, in his impartial hospital camp, treating combatants on either side of the Pandora civil war. He demanded payment for treating an injured Narvin and a blinded Leela, after the assault and the early detonation of percussion bombs in the Artron Forum, which was CIA codes to the Matrix. His medical camp was later destroyed when captain Janartis and ChancellorValyes came looking for Leela and Romana (BFG: Fractures)

It was during this time he was bitten by a pig-rat.

After the camps destruction he sided with Romana, and acted as the a medical officer in Romana's campaign. When Romana and K9 had their final confrontation with Pandora within the Matrix, he supervised her life signs. (BFG: Warfare)

When the Presidential Elections occurred, he returned to Time Lord society. During one of the presidential debates, he asked whether it was wise to vesture all the power on Gallifrey into one singular post, with Mathias wanting status quo and Darkel denouncing tyranny and violence, she is shot, and Elbon treats to her wounds, which are only a flesh wound. Elbon returned to the medical wing of the Panopticon. After Romana was smuggled into there by Leela, she warned him about how far the Dogma Virus has spread, as far as her ancestral home of Heartshaven, but he dismissed her concerns. She showed him Commander Hallan who placed him self in quarantine after he was infected with a technological variant of the virus, hoping that would make him notice the crisis. He already knew and showed them some of his patients infected with the virus, and K9 indentified them to be from all parts of the captitol. When Castalan Annos arrives to take Leela to the High Council, Elbon is forced to work with Romana to find a cure.

But she soon learned that he knew more that he let on, and she only found out, by threatening his life, that there are thousands of zombiefied Time Lords roaming the catacombs. She went down to investigate, not knowing due to Elbin not telling her, that they are under marshal law, finding out that the infection is carried by the pig-rats.

The High Council orders him, and Romana to take a Battle TARDIS filled with temporal weapons, to an unknown destination, only told by Arkadian. This leads them through Monan Host space, Nekkistani space, Sumari space and finally Dalek space, before arriving at the asteroid KS-159, homeworld of the Braxiatel Collection. Irving Braxiatel has the cure that Elbon want, as he is infected with the virus, and escaped with it but is shot, and turns into one of the Free Time zombies. Arkadian pursues him into the Battle TARDIS, hoping to take the weapons to his metal gentle of his acquaintance, but Elbon attacks him. Romana assumes that the TARDIS is now returning to Gallifrey.
