Envoy (The Ultimate Adventure) was a key figure in a peace conference. He was trusted by his own people, the Americans, and also the Russians and the Chinese. He was kidnapped by Cybemen and Karl's. He was a fan of Crystal. He was interrogated by the Daleks. He was used by the Daleks to destroy the peace conference which would instate a state of emergencey and start a war.
