Department C19 (C19 for short) was the British government's liaison with UNIT, an international organisation. (MA: Who Killed Kennedy)

History

From the early 1970s (MA: The Scales of Injustice) to as late as 1989, Sir John Sudbury ran the department (PDA: Business Unusual). (DW: Time-Flight) The Vault, run by Martyn Townsend, maintained a collection of alien artefacts and other objects with unusual properties, such as a sample's of Stahlman's gas, which it used for its own nefarious purposes. It also kept the bodies of people killed by encounters with the alien or paranormal. (MA: The Scales of Injustice, Business Unusual)

C19's vault had no known connection to Henry Van Statten's similar Vault.

Circa 1981, Sudbury asked the Doctor to investigate the disappearance of a Concorde aircraft. (DW: Time-Flight)
