Control was a large, severed Cyberman head located in the centre of the city the Cybermen were building. It acted as their leader. (COMIC: The Cybermen: The Flesh Unbound)

After defeating the Ryloth, Control was relocated to the mountains. (COMIC: The Cybermen: The Black Sky)
