Tabbalac leader was the leader of a Tabbalac. They were tracking Carmen's ship. They went after the Sixth Doctor and his TARDIS as it has similar properties. He arrived on Brooks boat and then later threatened to kill everyone on board. The Doctor challenge him to a game of top trumps to stop a war. (AUDIO: The Raincloud Man)
