Superintendent Qaren was a citizen of Azimuth. She had footage of the Seventh Doctor and Elizabeth Klein discussing the Daleks. She was a police officer and asked Will Arrowsmith to meet her to talk about them. She told Will that the government had made people forget the Dalek Invasion. She thought that Davros was a priest and had been experimented on them by the Daleks. She gave all the footage of discussions to Davros. Her father was experimented on by the Daleks.
