Kenneth was an administrator. He had robot assistants DDC-GTU-159. He liked tea. He had never deserted his post and knew of the Sixth Doctor. He was incredibly bureaucratic, but he used the protocols to self destruct the seed banks. (AUDIO: The Seeds of War)
