Brinsley Heaton was a colleague of Melanie Bush in Zenos Corporation. The Seventh Doctor told Serena Paget to ask him about Warfleet. He demonstrated it to her and unbeknownst to him he was attack the Thal ship that Mel was on. (AUDIO: We Are the Daleks)
