Mikhail Assevski was a World Zone Authority offical and a former Olympic Marathon-Swim Gold medalist. He eventually became the controller of the Centeral Asian Zone, but was found drowned 100 meters offshore in Lake Baikal. (TV: The Enemy of the World, PROSE: Doctor Who and the Enemy of the World)
