Unsil Girade

Dr Unsil Girade was part of the City Planning Authority for a city that was far in William's future. He and the other members captured and killed a young boy named Boro Berikuka and used his brain pattern to run the city. The Sixth Doctor confronted Girade when Eldric Bansal, who had discovered this crime, was murdered to prevent him speaking the truth. When the city regained its/his autonomy, it began singing, creating a time bubble that swallowed Girade. (PROSE: Walkin' City Blues)
