The TARDIS was knocked slightly off course by a temporal tsunami as the Ninth Doctor initially attempted to return Adam home.
They arrived in Birmingham 2012. He was then forced to wait 28 years after being displaced to 1894 so as to catch up with Rose, who was herself sent to 1922. The Doctor ultimately discovered that the anomalies were the work of the Bygone Horde, a collection of echoes of races erased by the Time War who attempted to return to reality at the expense of the human race.
