William "Billy" Valance was a lieutenant in Tommy Ramsey's criminal organisation. He was sent to collect protection money from the owner of Fixing Time in 1952. However, the owner was the Third Doctor, who defeated Valance's attacks twice. (PROSE: Amorality Tale)
