Time Lord-People Treaty

The Time Lord-People Treaty was a treaty between the People and the Time Lords.

One of the rules and regulations was that the People were forbidden from any time travel research. (PROSE: The Also People, PROSE: Walking to Babylon) This rule was later amended during the War to allow the People to build time machines. (PROSE: Dead Romance) The People wee also forbidden from keeping a permanent database on Mutter's Spiral. (PROSE: The Also People) The People had authority to use any force, even deadly force, when dealing with the Doctor. (PROSE: The Also People) Any actions that the People took in Mutter's Spiral required the use of human agents. (PROSE: Ghost Devices)

Any People who removed themselves from the People's society wouldn't be held to these rules. (PROSE: Down)
