The Grand Marshall of Winter was a title given to the leader of the city of Winter. In practice, the Grand Marshall was the head of a puppet government overseen by the Daleks.

History

The role was given to one of the original pioneers who tried to colonise the planet on which Winter was later built. The Daleks captured, tortured and killed the leaders, until one of them offered to lead the population to serve the Daleks.

In return, the latter party provided them with homes, food and jobs, and pretended to be friendly in public to keep the population content. The Daleks set them to work building new Daleks in numerous factory facilities. This work was to be enforced by the Grand Marshall. Only the serving Grand Marshall and his aids knew of the Daleks' true nature and intentions.

After 200 years, the title had been passed down the original Grand Marshall's descendants and reached Gaius Majorian. After the First Doctor convinced Majorian to call for an uprising against the Daleks, Majorian was killed and the Ambassador installed the chief of security, Jacklyn Karna, as Grand Marshall in his place.
