Unlike the original Daleks created by Davros, these Daleks were created by the renegade Time Lord, The Master due to him meddling with the timeline going by the name, "Sorvad".
The Master from a parallel universe, the Dalek Time Strategist, the real Daleks, Livia and Narvin travelled back in time to Skaro to stop the Master from changing the Daleks' history any further and restore time to the way it was.
These Daleks resembled the ones from their Creation after the end of the Thousand Year War, however they saw the Master as their creator and even had the ability to mutate Kaleds and Thals alike into Dalek mutants.
