Civil Service

The Civil Service worked alongside the police force in the United Kingdom.

Jack Harkness disliked Civil Servants, comparing them to aliens with grey skin, who wore grey clothes and thought grey thoughts.

They used to wear bowler hats, as if they were badges of office, until they went out of fashion in the 1950s. By the 21st century, Jack bet that they still wore them in secret, like an administrative version of the Ku Klux Klan. (PROSE: Slow Decay)

On attachment to the Civil Service, Bridget Spears met John Frobisher and worked under Swales. Although many who worked at the service went onto bigger and better things, Frobisher remained and worked hard, (TV: Children of Earth: Day Five) becoming Permanent Secretary to the Home Office by 2009.
