The Outbreak Management Team was an organisation assembled by the Ministry of Health and Heights Pharmaceuticals, ostensibly to deal with Good Thinking. It was led by Dr Frances Godalming, (AUDIO: "Prodromal: Love") who set up the Emergency Response Centre at Cardiff Castle and had people bring those infected with Invictus in exchange for receiving Provictus.
