Colin Skinner was a member of LINDA, a group which met in order to discuss and share their interest in the Doctor.

Something of an intellectual, "Mr Skinner" wrote at least one novel and speculated as to the Doctor's symbolic importance. After Ursula Blake took a photo of the Doctor on Christmas day, Mr Skinner identified him. He developed feelings for fellow member Bridget, but she went missing, absorbed by Victor Kennedy, the group's new leader. After attempting to leave with Ursula Blake and Elton Pope, he was tricked and absorbed by the Abzorbaloff, embedded on the left side of his belly. When he began to fight back and the Abzorbaloff was defeated by Elton, he died completely. (TV: Love & Monsters)

When Davros asked the Doctor, "How many have died in your name?" Colin was one of the many in the recollection of events. (TV: Journey's End)
