Glower

Glower was the head technician on Project Alpha, which involved the creation of a timonic fusion device. He worked with Narvin to create the device. He disobeyed the High Council's orders based on Braxiatel's calculations, and detonated the device. This action brought the destruction of Minyos and the start of the Time Lords' non-interference policy. (AUDIO: The Inquiry)
Braxiatel later called himself and Narvin the only surviving Time Lords to be aware of Project Alpha, implying that Glower was dead by the time Nepenthe stole the device on the Third Moon of Kikrit. (AUDIO: Weapon of Choice)
