Illiteracy

Illiteracy was the inability to read or write.

Illiterates were among the few types of individuals on which psychic paper did not work. When the Thirteenth Doctor used the paper to identify herself to Magda as a member of the "Nobility Accountability Committee", the only part she could make out was the "fancy" seal. (COMIC: Hidden Human History)
