Mildew was a phantom. He brought the Sixth Doctor to his village. Mildew showed the Doctor the ways of his people and how Maria Applewhite and Eliza Applewhite would make them like him. Mildew also showed the Doctor the Wishing Beast. (AUDIO: The Wishing Beast)
