Andrew Gobernar was the chairmen and CEO of Dominus Institute. The Decayed Master had hold over him thinking that he could return his sister's mind when she was diagnosed with Dimentia. He was hypnotised by the Master and the Sixth Doctor tried to break him out of it. He was killed when he managed to overcome the Master's conditioning. (AUDIO: Vampire of the Mind)
