Kinvar was a fugitive. He stayed on Earth to find the Sixth Doctor and contacted the secret services to get information. He sold them his technicology to get information. He went with the Doctor to Vienna in 1948 to get rid of them. He was bread by the Vilal to be their battle computer to help them win the war. (AUDIO: Quicksilver)
