Arcantis was the main political broadcaster on Gallifrey. He had apparently been a woman a couple of regenerations ago. He interviewed Lowri and Vorena about the power vacuum after the disappearance of Borusa. He covered the Fifth Doctor's inauguration. He was part of the conspiracy to change the Doctor's point of view. He later covered the opening of the new Capitol. (AUDIO: Time in Office)
