Clementine was a French collaborator during the World War II. Flip Jackson tried to stop a lynchmob. Lucien accused her of betraying the country and took the scissors off her.
Her crime in the eyes of the French Villagers was that she fell in one with her captors. Lucien burnt down her house with both her and Flip inside. She showed the Sixth Doctor a plane to follow the Furio to stop it from destroying innocent lives in Berlin. (AUDIO: Scorched Earth)
