An incarnation of Tecteun refered to a multiversal Time Lord ship outpost located betweeen Universe One and Universe Two as being Division. Located outside any of the universes of the multiverse, Tecteun referred to it as a bridge.
After setting the Flux in motion, Tecteun prepared to move on from her original universe, taking seeds into a seed vault. Accompanied by an Ood, she sent a Weeping Angel Extraction Squad to kidnap the Thirteenth Doctor, to ensure she would no attempt to save the universe, or discover the truth about the Division.
