Philip Bevan, also known as Agent 299644, worked for the Universal Secret Service in 2065. (PROSE: From Philip Bevan) By 2068, however, he had become a member of Spectrum. (PROSE: Comic Shades)

In 2065, he contacted Agent Twenty One, enclosing some ideas on how to make a Dalek in the letter. He also explained that he liked reading TV 21 and was the creator of his own comic, Thriller, which was read by his cousin. He did a copy every week. (PROSE: From Philip Bevan)

By 2068, Bevan had transferred to Spectrum, becoming a Spectrum Shade operating from Area Pink. He was still a budding artist, with a black and white photograph of his comic The Pillager being selected by Colonel White for publication in TV 21. White praised his use of colour as well as the amount of action in the story. Bevan had previously written, drawn and coloured nine other of these comics, each with two hundred pictures. White thought "such determination and interest" to be worthy of recognition and so rewarded his efforts with ten pounds. (PROSE: Comic Shades)
