Should we split this page into the human and the living drawing? After all, the Doctor says; If living things can become drawings, then maybe drawings can become living things. Chloe's real dad is dead, but not the one who visits her in her nightmares. That dad seems very real. That's the dad she's drawn and he's a heartbeat away from crashing into this world. so I think that line makes it pretty clear that her human father is dead and the living drawing is separate being, albeit one based upon him.
