Surgeon-Master was a position in Time Lord society held by a doctor. Elbon began using the title after allying himself with President Romana near the end of the Gallifreyan Civil War (AUDIO: Warfare) and held it under Acting-President Valyes, President Braxiatel (AUDIO: Mindbomb) and President Matthias.
