Cyber-Control was the collective influence of the Cybermen over lifeforms. A Cyber-Planner once insisted that humans could not resist Cyber-Control. (TV: The Invasion) It was not unheard-of for individuals released from Cyber-Control to have pounding headaches afterwards. (TV: The Wheel in Space)

Cyber-Control was also used in reference to bases located on Earth, (TV: The Invasion) control decks within the Cyber-ships of Cyber-Fleet, (TV: Earthshock) including carrier ships, (TV: Ascension of the Cybermen) on Telos (TV: Attack of the Cybermen) and in Pete's World. (TV: The Age of Steel)
