Sir Charles Summer was a civil servant who played a role in the defeat of WOTAN.
Biography
Sir Charles Summer had a country estate in Hertfordshire (PROSE: WOTAN - The Super Computer!) where he lived with his wife and family. He was head of the Royal Scientific Club and was involved in the WOTAN project, announcing the date of C-Day to the press on 12 July 1966 and answering reporters' questions.
Sir Charles informed the First Doctor about strange events that were occurring and was surprised when Polly Wright showed up to work for him on Major Green's orders. When the Doctor released Dodo Chaplet from WOTAN's hypnotic control, Sir Charles sent her to his country house where his wife could take care of her. He was initially sceptical of Ben Jackson's report on the War Machines and wanted to handle matters in his own way, but later accompanied the Doctor to confront the War Machines. As Dodo had been reported as missing from home, Sir Charles was questioned by the police about why she was at his Hertfordshire estate and claiming amnesia. His statement was leaked to the press. While the press did not name him for legal reasons, they reported the case with suspicion and questioned why he'd not sent her to a hospital. (PROSE: WOTAN - The Super Computer!)
In the early 1970s, Sir Charles retired. He published his memoirs which detailed the C-Day fiasco in more detail than had previously been given to the British public and credited the Doctor for the successful resolution of the crisis. (PROSE: Who Killed Kennedy)
