First Time Lord
The titles of First Time Lord, Second Time Lord and Third Time Lord referred to "the three most superior Time Lords".

Many other accounts showed that the leader of the Time Lords was known as the President of the High Council or Lord President. Morbius, a former Lord President, claimed to be "a Time Lord of the First Rank" in his battle with the Fourth Doctor. (TV: The Brain of Morbius)
