Judge "Stickler" Scraggs was a member of the Jury at the Galatic Court.
Biography
After the Galactic Law Enforcement Posse — a group of Wrarth Warriors, Sergeant Zogroth, and Constable Greeg — captured Beep the Meep and brought him to trial at the Galactic Court, where Beep acted incredibly abusive to the Jury.
Judge "Stickler" Scraggs gave him a three thousand year sentence in one of the Universe's top security prisons, believing Beep' trial to be the worst in centuries. (PROSE: Beep the Meep gets 3000 years)

When interviewed by Ken Book for Doctor Who Magazine, Beep said that he had pleaded his case at the trial, but felt that the Judge did what he believed best. Suspiciously, Beep said he was "as upset as anyone" when he got news that Judge "Stickler" Scraggs had hacked off his own leg and beaten himself to death with the bloody end of it, some fifteen years after the trial.
