The Minister's fourth regeneration coincided with their promotion from Minister of Environment to Minister of Health on the planet Samael. As such, this new incarnation, though she kept the same face as her predecessor and continued to leave under the alias of Felicity Morgan, had a different personality, better-suited to this new job. She was subsequently promoted to Education, regenerating once again to suit. (AUDIO: The Same Face)
