The Minister's fifth regeneration coincided with their promotion from Minister of Health to Minister of Education on the planet Samael. As such, this new incarnation, though she kept the same face as her predecessor and continued to leave under the alias of Felicity Morgan, had a different personality, better-suited to this new job. She was subsequently promoted to War, regenerating once again to suit. (AUDIO: The Same Face)
