The Empress' Hand, also known as The Loyal Left Hand, was a secret Draconian organisation.
For hundreds of years Draconian women had formed a secretive group which gave them the power to collectively influence Draconian war and politics by manipulating their spouses. The group was led by whoever was the Draconian Empress at the time, but even the Empress had to adhere to the group as a whole in fear of being overthrow if she stepped out of line. Eventually Draconia reached a point where a woman was able to rule without secrecy. Adjit Kwan became the first Empress to rule. (COMIC: Cold Blooded War!)
