An unnamed Earth-like planet (PROSE: The Man in the Velvet Mask) was an advanced planet which was home to the civilised people of the City, led by the Elders, and the primitive "Savages". (TV: The Savages)
History
For a long time, the Elders extended their lives by draining energy from the so-called "Savages" who lived outside their city. The First Doctor, Steven Taylor and Dodo Chaplet visited the planet and were welcomed as honoured guests. However, once they discovered what lay beneath the advances of the planet, they helped to show that the two peoples were not so different. During this time, the planet was governed by council led by the Elder Jano. But when Jano accidentally had a copy of the First Doctor's mind transplanted over his own, he began to see the error of the Elders' ways and helped to topple the council and resigned as leader. As agreed upon by both the Elders and the Savages, his companion Steven Taylor was chosen to become the planet's new leader, (TV: The Savages) and he gained the title of king. During Steven's reign as king, he helped the planet to recover, such as helping to build schools. From his experience on the planet Comfort, which he visited during his travels with the Doctor, Steven intentionally introduced policies which would eventually make the people see they didn't need him. When eventually the challenge came, Steven happily stepped out of their way and left the planet with a self-governing meritocracy. Raleigh and her sister, daughters of Steven, were involved in his ousting, having seen Steven granting out powers to other people, hence losing what they planned to inherit. They themselves ended up governing regions of the planet, with guidance from the mind copy of the First Doctor which still remained. (AUDIO: The War To End All Wars)
A Sontaran scout ship crashed on the planet several years before Steven was transported to an alternative Death Zone on Gallifrey by Borusa. This experience taught him a Sontaran could be incapacitated by striking his probic vent. (AUDIO: The Five Companions)
Later, the Doctor's mind copy would run for presidency. (AUDIO: The Founding Fathers)
