Mr Baxter was a man watching the execution of Sam Swift in 1651. Before his death, Swift attempted to court Baxter's wife, Meg. Baxter angrily told Sam Swift that Meg was his wife and that Sam couldn't have her.
Later, when Twelfth Doctor pardoned Sam Swift by using his psychic paper, Baxter suggested they hang the Doctor instead. (TV: The Woman Who Lived)
