Val Ross was the widow of Steve Ross.

Val was born in England and moved to the United States of America after university, getting a job as a publicist at Major Comics where she met Steve. She co-wrote a number of his early comics and continued to after he left Major Comics, including Universal Passions. They had a daughter named Andromeda.

After Steve died in 1993, Val continued his comics and took over as leader of the Church of the Outsiders with Frank Layton. Her comics were all related to the Outsiders' beliefs and one detailed how to breed with an alien race. She operated the Church solely for monetary gain and accepted no responsibility for its members. She was aware of Torchwood and was visited by Jack Harkness, who expressed his sympathy with their cause.

The Outsiders were ridiculed thanks to Jack, for which Val was angry. She showed no concern when Andromeda was sent to Whitecliff and was berated by Jack for accepting no responsibility for Davey Russell or any of the other members. (AUDIO: Believe)
